Elderly and Totally Disabled Renters Rebate Program

Filing Period: April 1st - October 1st

The basic requirements a Renter must meet to be eligible for a credit under the Renters’ Rebate Program in Connecticut are as follows:

  1. Claimant must have resided in Connecticut for any one-year period prior to filing an application for a partial refund on their rent expenses.
  2. Claimant or spouse must have been 65 years of age by the end of the calendar year immediately preceding the application period; OR, claimant is totally disabled and is receiving Social Security Disability or disability benefits. (Current proof of disability is required.)
  3. Claimant’s qualifying income in the 2023 calendar year must not exceed $43,800 is single, or $53,400 if married. Qualifying income includes taxable and non-taxable income.

Each Renter must provide copies of the following information to be submitted with the application:

  1. Proof of rent and/or lease for the 2023 calendar year.
  2. 2023 Federal Income Tax Return. The entire tax return is required if filed. If applicant has not and will not file a tax return for the year, then all other year-end documents are required.
  3. 2023 Social Security 1099 form. Anyone applying as totally disabled must provide current proof of disability.
  4. Proof of payment for all utility bills for the 2023 calendar year. Utilities include: electric, gas, water, and fuel.
    • Applicant needs to show how much they paid in utilities in the calendar year, not just what was billed to them. A summary of all payments made in the calendar year can usually be obtained from the utility provider.
    • NOTE: Air conditioning is not considered a utility, but will be accepted only if required by a physician and accompanied with a doctor’s note. Phone and wi-fi bills are not considered a utility under this program.

Eligible applicants who apply between April 1, 2024 and October 1, 2024 will receive a check sent from the State of Connecticut, not the Town of Wilton. Typically these checks should arrive by the end of December 2024.
